I think Penny would work well as the protagonist for a modern cartoon where she's re-imagined as an extreme sports chick. Auto racing would always be her main sport - think Danica Patrick dressed in Pink - but she would also dabble in motocross, mountain biking, base jumping, snowboarding, or whatever the plot requires. Of course, be it by chance or design, she's always getting into some crazy adventure along the way.
This look would do well for such a character. As for the bare legs, heck, Lara Croft has been wearing shorts since 1996, and that hasn't stopped her from being an extreme adventuress.
You should try a series featuring HB characters in a more serious/dark/adult or even sexy way.
A new look of them, not so childish as the originals.
